feat: add DRATIO type for dynamic ratio rules

- When download reaches threshold (GB), ratio must meet minRatio

- Card header: \u4e0b\u8f7d\u91cf \u2265 XGB \u65f6\u5206\u4eab\u7387 \u2265 Y \u2192 \u5c01\u53f7/\u5220\u9664\u8d26\u53f7

- Card body: download threshold input + required ratio input

- Preset: 100GB download, 1.0 ratio
